Global Governance as International Organization

Thomas G. Global governance remains notoriously slippery. While the term arose to describe change in the late twentieth century, its association with that specific moment has frozen it in time and deprived it of analytical utility. It has become an alternative moniker for international organizations, a descriptor for an increasingly crowded world stage, a call to arms, an attempt to control the pernicious aspects of globalization, and a synonym for world government. This article aims not to advance a theory of global governance but to highlight where core questions encourage us to go. Most users should sign in with their email address. We can master it only if we face it together. And that, is why we have the United Nations. It is widely believed that international organizations should be responsible for the maintenance of international peace and stability, be this economic, social or political, and that they should act in the interest of the international community. According to critics of these institutions, there should be greater transparency, regulation and control within these organizations so that they reflect more than just the interest of the powerful States. The creation of an international forum for multi-lateral negotiations came about with the Inter-Parliamentary Union IPU in , which is still active today and has membership of national parliaments. The IPU was the predecessor to the League of Nations, created in after the end of the First World War; this later became the United Nations after the failure of the League to prevent international conflicts. This was arguably their greatest achievement, as even after the failure of the League, nation States still felt the need for an institution that would allow them to share their ideas and provide an opportunity to settle disputes peacefully.

This review considers the state of global governance by presenting a variety of global governance arrangements, key challenges facing governance in an increasingly globalized context and possibilities for the future governance. Current global governance arrangements favour flexibility over rigidity, prefer voluntary measures to binding rules and privilege partnerships over individual actions. This synopsis of the state of global governance examines the evolving role that sovereignty and the enduring human struggles for power and equity are playing in shaping international relations and governance.

However, whereas the former concentrates on formal structures, the latter describes a range of formal and informal processes that reflect globalization and a growing recognition of problems that defy solutions by a single state. At the same time, both international organizations IOs in general and the United Nations UN in particular — the only universal membership and general-purpose international organization — are essential to understanding contemporary global governance.

- Soccoro!
